Ukrainian President Volodymyr Zelensky States Absence of Definitive Security Pledge from Partner Nations
Ukrainian President Volodymyr Zelensky says European allies have failed to provide solid assurances that they will defend Ukraine in the case of a future Russian attack.
"I am asking this very question to all our partners and I have not received a clear, unambiguous answer yet," he stated to the press on midweek.
These remarks follow a day after Britain and France signed a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is agreed.
However, full security guarantees have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a pledge at discussions held in the French capital on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which involved some three dozen nations that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated thousands of troops may be deployed.
Partner nations suggested that the United States would take the lead in monitoring a truce. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.
Moscow has thus far remained silent on the declaration made in the French capital.
President Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukrainian territory.
The President's Evolving Stance
The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to support Ukraine for the long-term".
He added: "It establishes the pathway for the legal framework under which British, French and partner forces could operate on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years to come."
Zelensky hailed that agreement as a "significant leap of progress".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when questioned if nations in Europe would defend Ukraine.
"However, until we lack such security guarantees - legally binding, endorsed by legislatures, backed by the U.S. Congress - this question cannot be answered. And even if they do, you still have to rely first and foremost on your inherent capabilities."
Unresolved Issues and Ongoing Conflict
The Paris talks were also significant due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
One envoy stated the allies "largely finished" their work on finalizing security arrangements.
Last week, the President indicated a settlement was "ninety percent complete".
Questions of land and security guarantees have been at the center of outstanding matters for negotiators.
The Russian leader has consistently stated that Ukraine's military must pull back from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to end the war.
Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could redeploy its forces to an agreed point - but provided that Russia reciprocated the action.
Russian forces now holds about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.
Attacks have been escalating against Ukrainian cities - particularly targeting energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.
Ukraine has hit back at Russian targets with unmanned aerial vehicles, though with more limited success.
